The research assesses the impact of three primary factors on state recognition: permanent population, defined territory, and a functioning government. Utilizing data from the SONYO organization, UN offices, and the Somaliland Ministry of Constitution, the study evaluates 109 quantitative and 10 qualitative responses from community leaders and parliament members. The findings indicate that while Somaliland possesses a defined territory and population that induce statehood, and a functioning government that meets legitimacy requirements, international recognition remains elusive. This lack of recognition is attributed to limited interstate relations capacity and the ongoing instability in Somalia. The study concludes by advocating for Somaliland's right to recognition under international law, framing recognition as declaratory of an existing state rather than constitutive of it.

The central research question asks whether Israel's recognition violates Somalia's territorial integrity under international law. The article argues that it does not. Recognition, as a unilateral diplomatic act unaccompanied by force or coercive intervention, does not breach the prohibition on the use of force or the principle of non-intervention. However, while legally permissible, the recognition carries significant political and normative consequences, potentially influencing regional stability and the evolving balance between territorial integrity and self-determination in contemporary international law.

The article deals with the case of Somaliland and its pursuit of international recognition and internal stability. Through the analysis of internal and external sovereignty of the state, it tries to answer the question of how it is possible that Somaliland, while not being internationally recognized, is one of the most stable parts of the Horn of Africa. The article also focuses on the role of the international community and its attitude towards the independence of Somaliland.

It pays special attention to the complex legacy of President Mohamed Haji Ibrahim Egal, who spearheaded the transition from clan-based governance to a constitutional democracy. While exploring the smooth but legally ambiguous presidential transition to Dahir Rayale Kahin ahead of the 2003 elections, the author warns that moving to a competitive multiparty framework introduces severe systemic risks. Ultimately, the paper concludes that while recognition is a vital national fixation, it threatens to alter the domestic balance of power, meaning Somaliland's future leaders will be judged by the internal quality of the state they build rather than just its external validation.

This article discusses the significance of international recognition for the breakaway state of Somaliland, which declared its independence from Somalia in 1991. Based on fieldwork in Somaliland, it is argued that international recognition is of major symbolic importance to the political elite as well as to the population of the country. It is also argued that official recognition would provide the country with better access to international financial institutions and more development aid. However, it is also found that the lack of official recognition has not prevented Somaliland from building up a functioning state and a democratic system. It is concluded that while international recognition is important for the external legitimacy of a state, it is not a prerequisite for state-building and the creation of domestic legitimacy.

Following the collapse of the Somali government, Somaliland declared its secession from Somalia in 1991, while the southern region plunged into anarchy. The article examines the criteria for state recognition, with Somaliland fulfilling three of the four requirements. The article delves into the principles of self-determination, sovereignty, and territorial integrity under international law. Although the right to self-determination is fundamental, some experts argue that it does not apply to unilateral secession, as it is in conflict with territorial integrity. Conversely, others argue that selfdetermination promotes decolonisation and allows individuals to take part in local decision-making, including secession. The article also discusses the role of the International Court of Justice (ICJ), which considers customary law, and the principle of territorial integrity, which only prohibits foreign interference. Besides, this article provides an overview of the concept of recognition in relation to unilateral secession. It discusses the two main perspectives on recognition, constitutive and declaratory. The article examines several cases of state formation, including Eritrea, South Sudan, Czechoslovakia, and the Soviet Union, and emphasises the importance of mutual consent in the creation of new states. In conclusion, the article provides an overview of the legal basis for Somaliland's unilateral secession and the principles of self-determination, sovereignty, and territorial integrity. It examines the criteria for state recognition and the role of the ICJ, human rights advocates, and the Security Council in interventions. Ultimately, the recognition of a new state depends on political will, which can have a significant impact on the decision-making process.
